JOB SUMMARY:

Performs senior-level managerial work, providing strategic direction and guidance. Responsibilities include establishing strategic plans, goals, and objectives; developing policies and procedures; setting priorities and standards; coordinating and evaluating program activities; and reviewing and approving budgets. The HUB Director leads the Historically Underutilized Business (HUB) program, requiring exceptional leadership, communication, collaboration, and advocacy to increase business participation in state agency contracts. Supervises others and works with minimal supervision, exercising significant initiative and independent judgment.

ESSENTIAL FUNCTIONS:

Strategic Leadership & Program Oversight

  • Drives program excellence and strategic alignment: Directs all HUB program activities and business functions, ensuring they are aligned with Comptroller requirements and the agency’s strategic plan and promote growth and equity.
  • Innovates and refines program effectiveness: Develops and implements advanced techniques for evaluating HUB program activities, proactively identifying opportunities for enhancement and necessary changes to optimize outcomes.
  • Champion’s goal setting and achievement: Collaborates with stakeholders to develop and establish clear, measurable HUB program goals and objectives that directly support the agency’s strategic vision.
  • Manages resources strategically and ethically: Develops, reviews, and approves HUB program budgets and department expenditures, ensuring fiscal responsibility and strict adherence to funding source requirements.
  • Establishes and upholds best practices: Develops, reviews, and approves comprehensive HUB policies, procedures, and guidelines, and meticulously monitors their implementation to ensure compliance and fairness.
  • Orchestrates planning and evaluation: Plans, develops, and approves schedules, priorities, and standards for achieving HUB program goals, and expertly directs evaluation activities to measure success and inform future initiatives.
  • Shapes long-range vision: Proactively develops and contributes to both long-range and short-term strategic plans for the HUB program, anticipating future needs and opportunities. Utilizing data & trends to support programs and agencies strategies and goals.

Communication, Collaboration & Advocacy

  • Serves as a compelling ambassador: Represents the agency and the HUB program with clarity and impact at business meetings, hearings, legislative sessions, conferences, and on various boards and committees, effectively articulating and testifying the program’s value and objectives.
  • Fosters cross-functional partnerships: Collaborates extensively with internal departments, external organizations, and the HUB community to build strong relationships, identify opportunities, and overcome challenges.
  • Advocates for HUB success: Actively champions the needs and growth of Historically Underutilized Businesses, identifying and addressing barriers to their participation and success within agency procurements.
  • Translates data into actionable insights: Reviews and approves comprehensive management, productivity, and financial reports, studies, and analyses. Prepares input for Legislative Appropriation Request, Exceptional Items, Fiscal Notes and Agency Strategic Plans. Synthesizes results from investigations, audits, research, and forecasts to provide insightful direction and guidance that empowers HUBs.

Team Leadership & Development

  • Cultivate a high-performing team: Provides inspiring and supportive supervision to HUB program staff, fostering a collaborative and empowering environment that encourages professional growth and excellence.
  • Mentors and empowers staff: Delegates effectively, provides constructive feedback, equips staff, and offers opportunities for team members to develop their skills and take ownership of their work.  Prepare evaluations and performance improvement plans to help employees meet job requirements.
  • Change Management: leading the Team with the development and implementation of change initiatives, assessing resources, promoting new methods, and addressing concerns to minimize the impact of potential consequences.

Operational Excellence

Ensure operational continuity and effectiveness: Performs related work as assigned, ensuring the smooth and efficient operation of all HUB program functions.

MINIMUM QUALIFICATIONS:

  • Experience in a field related to the agency program. Graduation from high school and or an accredited four-year college or university with major course work in a field relevant to the assignment is generally preferred.
  • Experience and education may be substituted for one another.
  • 10+years’ experience in management in HUB, MBE/WBE/DBE, procurement, contracts, and/or construction
  • Must possess the ability to attest to and maintain the security or integrity of the state’s critical infrastructure requirement to be considered for hire and to maintain employment.

PREFERRED QUALIFICATIONS:

  • Certified Texas Contract Manager (CTCM)
  • Certified Texas Contract Developer (CTCD)

(obtain within one year of employment)

KNOWLEDGE, SKILLS & ABILITIES:

Knowledge:

  • Extensive Knowledge of HUB/Diversity Programs: In-depth understanding of Historically Underutilized Business (HUB) programs or applicable programs, including relevant state, federal and local statutes, rules, and regulations (e.g., Texas Government Code, Texas Administrative Code related to procurement and HUBs).
  • Governmental Procurement & Contracting: Thorough knowledge of state, local, and federal procurement laws, policies, processes, and contract management best practices.
  • Budget & Financial Management: Comprehensive understanding of governmental budgeting, fiscal responsibility, expenditure review, and adherence to funding source requirements.
  • Data Analysis & Reporting: Strong understanding of data collection, analysis, and reporting methodologies, including preparing input for Legislative Appropriation Requests, Exceptional Items, Fiscal Notes, and Agency Strategic Plans or for Commissions or Council reports.
  • Legislative & Policy Environment: Familiarity with city, county and or legislative processes, public policy development, and the ability to interpret and apply complex legal and regulatory frameworks.
  • Audit & Compliance Frameworks: Knowledge of audit processes, compliance requirements, and risk management principles related to procurement and diversity programs.
  • Technology for Data Automation: Knowledge of utilizing technology platforms, including B2GNow and other Enterprise Resource Planning (ERP) systems, for efficient and automated data collection and management.

  • Negotiation & Advocacy: Strong negotiation skills and a proven ability to effectively advocate for the needs and growth of Historically Underutilized Businesses, identifying and addressing systemic barriers.
  • Budget & Resource Management: Skill in developing, reviewing, and approving significant budgets and expenditures, ensuring fiscal accountability.
  • Change Management: Ability to effectively lead teams through organizational change, assess resource needs, promote new methods, and address concerns to minimize negative impacts.

PHYSICAL REQUIREMENTS AND/OR WORKING CONDITIONS:

This classification functions in a standard office environment.  There are no unusual dangers involved, but the position will have exposure to dust, environmental allergens, pathogens, and other microorganisms consistent with business activities and human contact.  The position holder must be able to work effectively with people under varying conditions, must be able to work extended periods at a computer, and must be able to work longer than eight hours in a work-day as necessary. Physical requirements also include the ability to move items up to 30 lbs. and perform tasks requiring fine motor skills and coordination
