GENERAL DESCRIPTION:

Key Responsibilities:

  • Participates in agency activities related to legislative sessions, including identifying legislative initiatives, analyzing and tracking legislation, and communicating agency objectives.
  • Attends legislative hearings and meetings with legislators, legislative staff, and other agency liaisons.
  • Represents the agency before legislative committees and may provide formal testimony.
  • Coordinates agency responses to legislative inquiries and reviews, edits, and drafts legislative correspondence.
  • Coordinates agency interaction and communication with legislative support offices and executive agencies.
  • Develops and implements proper protocol and procedures for agency communication with legislators and external stakeholders.
  • Monitors standing and interim committee schedules and agendas; communicates relevant developments to agency management.
  • Prepares summaries and reports on meetings, hearings, pending and enacted legislation, and other legislative activity.
  • Provides excellent customer service to internal and external stakeholders.
  • Maintains positive, productive relationships with legislative offices, state agencies, associations, stakeholders, and political subdivisions.
  • May represent the agency to external audiences, including the media, as appropriate.
  • May identify a need for, develop, schedule, and conduct legislative training for agency employees.
  • Maintains confidential and sensitive information in accordance with agency standards.
  • Ensures both individual and team files—electronic and hard copies—are maintained and disposed of in compliance with the agency’s records retention schedule.
  • Participates in broader program activities and strategic initiatives to support agency goals.
  • May supervise the work of others or lead specific projects.
  • May be required to operate a state or personal vehicle for business purposes.
  • Performs other duties as assigned.

REQUIRED QUALIFICATIONS

Education and Experience:

Minimum Qualifications:

  • Graduation from an accredited four-year college or university with a bachelor’s degree in Political Science, Business or Public Administration, Communications, Sociology, Psychology, Economics, or a related field.
  • Four (4) years of relevant work or internship experience in government relations, legislative affairs, public policy, or a related field.
  • Experience writing formal documents such as legislative summaries, correspondence, reports, or testimony.
  • Education and experience may be substituted for one another on a year-for-year basis.
  • Must possess the ability to attest to and maintain the security or integrity of the state’s critical infrastructure requirement to be considered for hire and to maintain employment.
  • Valid State of Texas Class “C” driver’s license.

Preferred Qualifications:

  • Graduate-level degree in Political Science, Public Administration, or a related discipline.
  • Six (6) or more years of experience in legislative or public affairs, including work with the Texas Legislature or a legislative office (e.g., State Senator or Representative).
  • State agency legislative affairs experience preferred.
  • Formal experience testifying before legislative bodies or presenting to stakeholders.
  • Experience with bill tracking systems and writing legislative recommendations or testimony.
  • Established professional network with legislative staff, state agencies, and external stakeholders.

Knowledge, Skills, and Abilities (KSAs)

Knowledge of:

  • Texas legislative processes and state government operations.
  • Federal legislative processes.
  • Local, state, and federal laws and regulations relevant to government relations.
  • Principles and practices of public administration and program planning.
  • Strategic communication, public policy development, and administrative processes.
  • Business and management principles, including strategic planning and leadership.
  • Legislative tracking systems and software.

Skills in:

  • Analyzing legislation and policy, including compiling and presenting complex information clearly.
  • Conducting research and drafting formal responses, briefings, and correspondence.
  • Effective oral and written communication, including public speaking and testimony.
  • Diplomatically conveying information to internal and external audiences.
  • Providing excellent customer service in a fast-paced, high-pressure environment.
  • Problem-solving, conflict resolution, and negotiating across a variety of stakeholders.
  • Using Microsoft Office Suite (Word, Excel, PowerPoint) and other relevant systems (e.g., email, databases, legislative software).
  • Managing multiple competing deadlines with attention to detail and accuracy.

Ability to:

  • Represent the agency with professionalism and credibility in high-stakes environments.
  • Analyze issues, prioritize tasks, and meet tight deadlines under pressure.
  • Maintain confidentiality and protect sensitive information.
  • Learn from feedback and remain adaptable in a dynamic work environment.
  • Interpret and apply agency policies, procedures, and relevant legislation.
  • Work independently with minimal supervision while contributing effectively in a team setting.
  • Train others and potentially supervise staff or lead collaborative projects.
  • Cooperate with internal and external stakeholders to meet shared goals.
  • Sit, stand, move, and lift up to 30 lbs; perform standard office tasks and extended computer work.
  • Operate a vehicle for business purposes and maintain a valid driver’s license and driving record that complies with agency and state standards.
  • Work extended hours during peak legislative periods, including early mornings, evenings, weekends, and holidays as necessary.

PHYSICAL REQUIREMENTS AND/OR WORKING CONDITIONS:

This classification functions in a standard office environment. No unusual dangers are involved, but the position will have exposure to dust, environmental allergens, pathogens, and other microorganisms consistent with business activities and human contact. The position holder must be able to work effectively with people under varying conditions, must be able to work extended periods at a computer, and must be able to work longer than eight hours in a workday as necessary. Physical requirements also include the ability to move items up to 30 lbs. and perform tasks requiring fine motor skills and coordination.
