Position Summary:
| This position is responsible for complex management and technical duties with responsibility to maintain the financial stability of the agency and oversee the agency’s financial operations. The CFO ensures compliance with state and federal laws, and maintains an internal controls framework.
Work involves monitoring, maintaining, and overseeing accounting processes, procedures, and controls. Prepares financial analyses and reports. Prepares the agency’s Legislative Appropriations Request (LAR) and other reports required by the Legislative Budget Board (LBB) and monitors agency budgets. Prepares all reports required by the Comptroller of Public Accounts and other external entities.
Daily activities include work in various technical accounting areas, including, but not limited to accounts receivable, accounts payable, travel, payroll, and financial reporting. Must be able to work both independently and collaboratively with extensive latitude for independent judgment. Must have initiative, exercise sound judgment, be highly-skilled at problem-solving, and may be called upon to perform other duties as assigned. Supervises the work of others.

Essential Job Duties:

- Ensures the development, maintenance, and consistent use of financial and accounting policies and procedures for compliance with internal and external reporting. Plans, directs, assesses, and effectively evaluates all agency budgetary and financial activities, daily operations, and reporting requirements.
- Develops, plans, recommends and manages resources to support agency management and operations. Provides timely financial analysis, forecasts, cash flow analysis, and balance statements. Provides expert advice for strategic agency-wide short and long range financial planning. Monitors and reports key financial metrics to the Executive Director.
- Timely approves and processes revenue, expenditures, department budgets and the maintenance of accounts and ledgers, ensuring compliance with appropriate state and federal government regulations and ensuring appropriate internal controls and safeguards.
- Oversees and prepares all financial and budget reports, including LAR, operating budgets, Annual Financial Reports and Fiscal Notes.
- Directs financial and accounting risk management and assists the directors in effectively discharging their duties, including fiscal responsibility and accountability.
- Knowledgeable and proficient in the use of the Comptroller of Public Accounts statewide accounting software CAPPS and other accounting systems and software used to enter, review, track and develop reports and to analyze accounting and financial data.
- Provides leadership to the Accounting Division and other staff agency-wide by example and through the sharing of knowledge and skills. Directs Accounting Division staff in developing and fulfilling effective structures and processes to pay bills, budget, maintain accurate financial records, perform financial analyses, reporting, and all other required duties.
- Ensures effective and legally compliant cash and credit management. Works collaboratively with the Internal Auditor to protect the state’s financial assets, property, and resources.
- Manages appropriated funds and enterprise funds in accordance with prescribed accounting standards and in compliance with state statues and regulations. Provide accounting information for both appropriated funds and enterprise funds.
- Provides Legislative and other formal testimony as assigned or required to meet the agency’s strategic goals and objectives.
- Performs all duties as assigned in a manner that promotes public confidence in the SPB and its staff.
- Participates in all team efforts to achieve divisional and agency goals and works collaboratively across divisions to further the mission of the agency.
- Communicates professionally, promptly and politely with fellow employees, stakeholders and the public both in person and in writing.
- Reports agency financial information to the Executive Director on a regular and ongoing basis. Keeps ED informed about progress and problems.
- Must diligently attend to details and pursue quality in accomplishing tasks with care, accuracy and completeness. Remains aware and takes care of details that are easy to overlook or dismiss as insignificant.
- Effectively mentors and manages staff.
Minimum Qualifications:
- Graduation from an accredited four-year college or university with a Bachelor’s degree in Accounting, Finance, Business Administration or a related field.
- A minimum of seven (7) years of progressively responsible fiscal management and senior-level work experience in accounting operations, financial reporting, budgeting, or auditing.
- A minimum of five (5) years of work experience in a role of similar complexity in government, public education or higher education.
- A minimum three (3) years of working experience preparing and reviewing financial reports.
Preferred Qualifications:
- Current accreditation as a Certified Public Accountant or Certified Governmental Financials Manager.
- General familiarity with Texas state budgets and appropriations processes and related regulations.
- Experience with handling funds held outside the State Treasury.
- Experience in ABEST and CAPPS Financials or similar budget or financial software.
- Experience managing employees, and overseeing departments/divisions at a small to medium sized agency.
- Experience responding to legislative inquiries and requests for information and preparing legislative appropriation requests.
To be eligible for the Director IV level classification, in addition to meeting the minimum qualifications, the applicant must also meet some or all of the preferred qualifications.
