JOB SUMMARY:

We are looking for a highly skilled and forward-thinking IT professional with deep expertise in networking and application development. The ideal candidate will be proficient in modern cloud-native technologies, automation, and enterprise-scale architecture, capable of driving innovation and operational excellence across the organization. The candidate will perform managerial work providing direction and guidance in strategic operations and planning. Work involves establishing the strategic plan and setting goals and objectives; developing policies, procedures, and guidelines; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities or business functions; and reviewing and approving budgets within departments or divisions. Supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Key Responsibilities:

Networking & Infrastructure

  • Directs the design, implementation, and continuous improvement of the agency’s network infrastructure to ensure high availability, scalability, and security.
  • Oversee disaster recovery planning and execution, including real-world simulations and post-incident analysis.
  • Analyze network survey data to identify vulnerabilities, performance bottlenecks, and areas for strategic investment.
  • Manage and mentor the Network Manager and their team, ensuring alignment with organizational goals and technical standards.
  • Collaborate with architects and engineering firms during new construction projects to ensure network design meets agency standards and future scalability.
  • Implement and maintain advanced observability platforms (e.g., Prometheus, Grafana, ELK stack) for proactive monitoring and alerting.
  • Ensure compliance with NIST, ISO 27001, CIS benchmarks, and internal security policies.

Application Development

  • Lead the development and integration of enterprise applications, ensuring alignment with business objectives and user needs.
  • Manage the Application Manager and their team, providing strategic direction, mentorship, and performance oversight.
  • Establish and enforce software development policies, coding standards, and review processes to ensure maintainability and security.
  • Translate legislative mandates and ad-hoc business requirements into scalable technical solutions.
  • Oversee the full software development lifecycle (SDLC), from requirements gathering to deployment and maintenance.
  • Ensure applications are resilient, secure, and optimized for performance in high-volume transactional environments.

Additional Duties

Additional duties for this position include being well versed in system administration, project management, and leadership.

  • Review helpdesk reports to identify weaknesses, reduce SLA times, and enhance customer service experience.
  • Monitor system health using tools like KACE, Defender, Manage Engine, and ticketing software.
  • Lead efforts to modernize legacy systems. Constantly look for business cases and solutions to improve the overall infrastructure of the IT department.
  • Lead project initiatives to include cloud migration, application initiatives, and automation strategies.
  • Conduct risk assessment, adhere to audit findings, and communicate necessary information to key stakeholders.
  • Foster a culture of improvement, innovation, and accountability across IT teams.
  • Develops and establishes goals and objectives consistent with the agency’s strategic plan.
  • Develops policies, procedures, and guidelines; and implements and monitors compliance. Plans, develops, and approves schedules, priorities, and standards for achieving goals; and directs evaluation activities.
  • Represents the agency at business meetings, conferences, and seminars or on boards, panels, and committees.
  • Reviews results of special investigations, internal audits, research studies, forecasts, and modeling exercises to provide direction and guidance.
  • Provides professional oversight and guidance to other occupations or support staff, including executive and/or management-level staff, to ensure compliance with and adherence to regulatory standards and established procedures
  • Proven leadership, analytical, and strategic planning skills in high-availability, high-volume environments.
  • Available for workday and night/weekend on-call support to maintain high application availability.
  • Operates independently with minimal supervision and sound judgment.
  • Establishes and enforces software development policies, standards, and code review processes.
  • Evaluates priorities, scope, and timelines to identify areas for improvement.
  • Analyzes business requirements, including legislative mandates and special requests.
  • Develops and approves project schedules, ensuring alignment with funding and strategic goals.
  • Demonstrates strong analytical and problem-solving skills in high-volume, high-availability environments.
  • Manages multiple projects with a proactive, self-motivated approach.
  • Communicates effectively and collaborates across cross-functional teams.
  • Applies IT service management practices including change, incident, and problem management.
  • Creates clear and actionable procedural documentation.
  • Understands software development principles and the full SDLC.
  • Applies industry-standard software engineering practices.
  • Demonstrates knowledge of testing principles and methodologies.
  • Analyzes requirements, user stories, and acceptance criteria with precision.
  • Knowledge of local, state, and federal laws and regulations relevant to a business function, division, or department; and the principles and practices of public administration and management.

Required Qualifications (Minimum Qualifications)

Education and Experience:

  • Graduation from an accredited four-year college or university with major coursework in Computer Science, Engineering, Information Systems, or a related field; a master’s degree may substitute for up to two (2) years of experience.
  • Seven (7) or more years of progressive experience in enterprise IT environments, with strong cross-domain expertise in Network Administration and Application Development.
  • Four (4) or more years of experience managing technical teams, including network engineers, systems analysts, and application developers.
  • Demonstrated experience in designing enterprise architecture, leading modernization efforts, and implementing cloud-native solutions.
  • Ability to maintain the security or integrity of the infrastructure of the State of Texas.
  • Education and experience may be substituted for one another.

Preferred Certifications

The following certifications are preferred, not mandatory, for this role (or equivalent credentials with similar scope and rigor):

  • ITIL 4 Foundation – IT service management principles
  • Project Management Professional (PMP) – Project leadership and delivery skills
  • CompTIA Security+ – Essential cybersecurity concepts and practices
  • Microsoft Azure Administrator Associate – Cloud environments
  • CompTIA Network+ –Networking knowledge and troubleshooting skills

Knowledge, Skills, and Abilities

  • Knowledge of local, state, and federal laws and regulations relevant to program activities and/or business functions; business and management principles involved in strategic planning, resource allocation, and leadership techniques; and the principles and practices of public administration and management.
  • Skill in establishing plans and setting objectives and goals that support an overall business strategy; decision-making, including assessing risk and using good judgment to inform decisions and recommendations to leadership; and conflict resolution and working quickly and collaboratively to solve problems.
  • Ability to direct and organize program activities and/or business functions; to establish goals and objectives that support the strategic plan; to identify problems, evaluate alternatives, and implement effective solutions; to develop and evaluate agency policies and procedures; to prepare concise reports; to communicate effectively; and to supervise the work of others

Physical Requirements and/or Working Conditions:

This position functions in a standard office environment. There are no unusual dangers involved.

Work Schedule: 

  • 8:00 am to 5:00 pm, Monday through Friday.
