JOB SUMMARY:
Performs highly advanced portfolio management work for Capitol construction and statewide capital projects. Oversees multi- million-dollar, legislatively appropriated projects within the Capitol Complex and other high-profile state facilities, ensuring compliance with Texas Government Code Chapters 2151, 2152, 2161, 2165, 2166, and 2167, TAC 2269, and agency procurement requirements. Provides strategic direction in construction, engineering, architecture, procurement, and capital project oversight, while serving as a key liaison to legislators, Commissioners, agency executives, and external partners. Requires expertise at a minimum, PMP-certified portfolio practices, CTCM/CTCD procurement compliance (or similar certification), forecasting, and construction workgroup management. Coordinates and prepares project actions and deliverables for Commission meetings, ensuring statutory compliance, legislative alignment, and timely approvals.
ESSENTIAL FUNCTIONS:
- Directs and oversee a portfolio of high-value Capitol construction projects originating from legislative appropriations, with a strong understanding of the legislative funding, approval, and oversight processes that govern these projects.
- Leads construction workgroups involving architects, engineers, contractors, and agency staff to coordinate design, construction, budget, and scheduling issues. PMP standards and portfolio methodologies apply to align project outcomes with agency strategies and legislative directives.
- Plans, develops and oversees initial programming, planning and start-up of project budgets, schedules, scopes, and resource allocations; ultimately ensuring fiscal accountability and timely delivery.
- Oversee procurement and contracting activities, including RFQs, RFPs, GMPs, Work Package Authorizations, and amendments.
- Ensures compliance with state procurement frameworks (TAC 2269, CTCM, CTCD) and relevant statutes, including:
Chapter 2151 – General Provisions.
Chapter 2152 – TFC powers and duties.
Chapter 2161 – HUB program requirements.
Chapter 2165 – State buildings, grounds, and property.
Chapter 2166 – Building construction, acquisition, and disposition of real property.
Chapter 2167 – Lease of space for state agencies.
- Prepares and presents Commission Summaries and legislative deliverables for Commission and Committee meetings, ensuring compliance with statutory and appropriate requirements.
- Provides briefings and recommendations to Commissioners, oversight bodies, and executive leadership.
- Analyzes portfolio risks, including cost escalation, schedule delays, or scope adjustments, and develops strategies to mitigate risks.
- Represents the agency at Commission meetings, legislative hearings, oversight sessions, and stakeholder briefings.
- Supervises and mentors’ staff, ensuring capacity in construction management, procurement, forecasting, portfolio compliance, and strategic planning.
- Performs related work as assigned.
Required Qualifications (Minimum Qualifications)
- Graduation from a four-year degree in business, construction administration, architecture, engineering, or a related field with a focus on contracts.
- Minium (6) years of progressively responsible senior leadership experience in construction management, engineering, architecture, or public-sector program administration, including direct oversight of large-scale capital initiatives, multimillion-dollar budgets, and cross-disciplinary project teams.
- Experience and education may substitute for one another.
- Ability to maintain the security or integrity of the infrastructure of the State of Texas.
PREFERRED:
- Engineer License, Architecture Registration, and CTCM and or CTCD.
- Current PMP certification (required or must be obtained within 12 months of hire).
- Current CTCM and CTCD certifications (required or must be obtained within 12 months of hire).
- Demonstrated experience preparing Commission Summaries, legislative reports, and public meeting deliverables.
- Experience managing state-funded, legislatively appropriate construction portfolios.
- Strong background in government operations, with proven ability to work effectively with legislators, Commissioners, executive leadership, and oversight bodies on high-profile capital projects.
- Additional certifications such as PgMP, PfMP, Professional Engineer (PE), or Registered Architect (RA).
- Doctorate or Master’s degree in construction management, architecture, engineering, business, or public administration.
KNOWLEDGE, SKILLS & ABILITIES:
- Knowledge of construction, engineering, architecture, and capital project development.
- Knowledge of construction workgroup management, including coordinating architects, engineers, and contractors on large-scale facilities projects.
- Knowledge of state procurement and contracting frameworks, including TAC 2269, CTCM, and CTCD requirements.
- Knowledge of government operations, appropriations, Commission processes, and legislative oversight.
- Knowledge of relevant Texas Government Code provisions, including Chs. 2151, 2152, 2161, 2165, 2166, and 2167.
- Skill in PMP-based portfolio and program management methodologies.
- Skill in preparing and delivering Commission Summaries, executive briefings, and legislative reports.
- Skill in multi-million-dollar budget oversight, forecasting, procurement negotiation, and risk management.
- Skills in portfolio forecasting, including resource planning, cost projections, and schedule forecasting for capital initiatives.
- Ability to represent the agency at Commission meetings, legislative hearings, and high-profile stakeholder briefings.
- Ability to lead multi-disciplinary workgroups and manage competing priorities across a statewide portfolio.
- Ability to supervise, coach, and develop staff in portfolio management, procurement, forecasting, and construction oversight.
- Demonstrated experience providing executive-level guidance and ensuring compliance with complex statutory, procurement, and contracting requirements.
PHYSICAL REQUIREMENTS AND/OR WORKING CONDITIONS:
This position requires the ability to lean, bend, lift, and stand for prolonged periods of time. Must be able to move 55 lbs. of products and materials. Must be able to work outdoors and in various weather conditions. Must be able to navigate uneven terrain and at various heights using ladders and lifts.
Work Schedule:
Positions are 40 hours per week and are scheduled Monday – Friday; Hours will be adjusted depending upon need of the department.
