About the Role

Are you ready to help shape the future of workforce management for the State of Texas? We are seeking a highly skilled and experienced professional to join our team as a senior classification and compensation leader. In this role, you will provide statewide expertise in job evaluation, compensation, and human resources policies and statutes, directly influencing the Position Classification Plan used by approximately 150,000 state employees. This position is primarily in-office, with limited telecommuting days available based on team and agency needs. Regular onsite attendance is considered an essential function of this position.

What You’ll Do

  • Lead and manage statewide projects to review and maintain the Texas Position Classification Plan.
  • Advise the Texas Legislature and state agencies on employee classification, compensation, and workforce issues.
  • Conduct statewide classification compliance audits to ensure agency adherence to the Plan.
  • Testify before the Legislature on classification and compensation issues.
  • Develop and maintain statewide job descriptions, salary surveys, and workforce planning resources.
  • Provide expert consultation on leave statutes, salary administration, and workforce planning.
  • Represent the State at professional conferences and workforce organizations.
  • Mentor and provide guidance to other analysts on complex classification and compensation issues.

What We’re Looking For

  • Education: Bachelor’s degree in Human Resources, Business/Public Administration, or related field.

Additional directly related experience in classification, compensation, or human resources policy/analysis may substitute for the required education on a year-for-year basis

  • Experience: At least 5 years of professional HR experience, including 2 years specializing in classification and compensation (state or public sector experience highly desirable).

Graduate-level degree in human resources, public administration, or a closely related field may substitute for up to two years of the required experience.

  • Knowledge, Skills, and Abilities:
    • Knowledge compensation systems, job analysis, and workforce planning.
    • Skill at building strong working relationships across agencies and institutions.
    • Skill in conducting interpreting analytical data and in writing.
    • Ability to communicate complex HR and compensation issues to executives and legislators.
    • Ability to manage multiple statewide projects under tight legislative deadlines.
