General Description:
Performs advanced (senior-level) project management work emphasizing systems development and metrics for monitoring performance, progress, and schedule of all FDC and Minor Construction projects and supporting administrative functions. Responsible for daily oversight and delivery of the administrative functions supporting the entire FDC, Minor Construction, and AE Design project enterprises. Manages eight essential administrative functions for a portfolio of projects that are highly complex, large, with long-range timeframes and of critical importance to a broad range of state agencies. Communicates with project stakeholders, management, auditors, legislative offices, and other relevant parties. Direct, assigns, and evaluates the work of project support staff. Works under limited supervision, with considerable latitude for initiative and independent judgment.
Manages the essential administrative functions of the project management program for the Facilities Design & Construction (FDC) Division of the Texas Facilities Commission (TFC), including:
- Legislative Performance Measure reporting.
- Cost Recovery Financial Operations.
- Contractor/Vendor Insurance Documentation.
- Contractor/Vendor Background Checks.
- Electronic Project Management Control System Administration.
- HUB Vendor Participation reporting.
- Project Management functions for selecting projects.
- Contract Request and Development.
- Staff development, human resources liaison, and learning management for the department.
- Audit Strategy, Oversight, and Coordination.
- State Legislative Process Inputs, Responses, and Implementation Support, including Legislative Budget Board (LBB) tracking and Sunset Review participation.
Essential Functions:
- Provides executive leadership and direction over the Controls staff supporting both Design and Construction, including budget, contracting, project controls, and information management functions. Ensures coordinated performance, resource alignment, and compliance with agency policies and strategic objectives.
- Oversees division-wide budget administration, contract controls, scheduling and reporting functions, as well as IT and data initiatives that support capital project delivery. Ensures fiscal accountability, data integrity, and operational efficiency in alignment with statewide standards and TFC’s mission.
- Directs and manages the development, maintenance, and tracking of digital systems and analytical tools used across Design and Construction, including ProjectMates, division databases, software platforms, dashboards, and automated reporting products that enhance project visibility, transparency, and performance monitoring.
- Serves as the Audit Liaison for the division, coordinating all internal and external audits, facilitating data collection and responses, developing corrective action plans, and ensuring all compliance documentation is accurate, timely, and audit-ready.
- Leads the formulation and implementation of division-wide policies, procedures, and internal controls to ensure consistency, accountability, and compliance with statutory requirements, audit standards, and best practices in public administration.
- Monitors and ensures the accuracy and integrity of the division’s contract and project repositories, oversees contractor performance tracking, enforces contract compliance, directs corrective actions as necessary, and ensures all audit documentation is maintained in accordance with state retention and accountability standards.
- Ensures that division policies, procedures, and reporting frameworks effectively capture and communicate fiscal, contractual, and operational performance metrics for executive management, Commission briefings, and legislative reporting.
- Provides executive-level strategic guidance on procurement planning, evaluation methodologies, negotiations, and reporting, ensuring full alignment with the State of Texas Procurement and Contract Management Guide, Legislative Budget Board (LBB) standards, and division operational goals.
- Directs, develops, and evaluates projects using accepted project management methodologies.
- Develops criteria for evaluating projects, programs, and other pertinent information related to project assignments.
- Leads development of project documentation, budgets, schedules, resource requirements, and cost estimates.
- Develops and implements plans to communicate project methodology and processes to teams and stakeholders.
- Monitors and reports on project quality and cost to ensure deliverables meet expectations.
- Identifies potential project risks and designs mitigation strategies.
- Compiles and distributes project portfolio information, project status reports, and project budget expenditures.
- Develops documentation, training, and onboarding programs to ensure compliance with agency project control requirements.
- Leads FDC’s audit strategy and response activities, coordinating with internal and external auditors, developing corrective action plans, and implementing compliance measures.
- Coordinates and prepares FDC responses to legislative inquiries, LBB performance reviews, and Sunset Review evaluations.
- Assists with tracking LBB performance measures, fiscal notes, and legislative appropriations to ensure alignment with state budget directives.
- Supports the Sunset Review Process by providing data and analysis to evaluate FDC’s effectiveness and relevance, ensuring efficient use of taxpayer dollars.
- May present/testify before executive management, auditors, and legislative committees.
- Directs, assigns, and evaluates the work of project staff supporting the project management program, including performance measures, financial operations, vendor documentation, background checks, electronic project management systems, HUB participation, procurement, and contract request/development.
- Performs duties relative to TFC’s entire project management enterprise.
- Performs related work as assigned.
Required Qualifications: (Minimum Qualifications)
- Experience in developing and monitoring large project portfolios in a public setting.
- Experience managing teams working on complex programs including staff development, audits, business analysis, legislative coordination, and Sunset Review participation.
- Senior-level experience in project management related to planning, design, and construction of one or more of the following: office buildings, central plants, laboratories, service centers, maintenance facilities, dormitories, correctional facilities, and educational facilities.
- Six (6) experience in program management in relevant areas of assignment.
- Graduation from an accredited four-year college or university with major coursework in urban planning, architecture, engineering, public administration, or a related field is generally preferred.
- Experience and education may substitute for one another.
- Ability to maintain the security or integrity of the infrastructure of the State of Texas.
Preferred Qualifications:
- Demonstrated expertise in state procurement, contract development, and contract management consistent with the competencies of both the Certified Texas Contract Developer (CTCD) and Certified Texas Contract Manager (CTCM) designations.
- Extensive experience in developing complex solicitations, negotiating contract terms, managing contractor performance, and ensuring compliance with the Texas Government Code, Texas Administrative Code, and State of Texas Procurement and Contract Management Guide.
- Certified Texas Contract Manager (CTCM), and Certified Texas Contract Developer (CTCD).
- Registration as a Texas Professional Engineer or Architect is advantageous.
- Certification or training in governmental auditing, compliance management, or legislative processes is preferred.

Physical Requirements and/or Working Conditions:
This position requires the ability to stop, bend, lift, and stand for prolonged periods of time. Must be able to move 55 lbs. of products and materials. Must be able to work outdoors and in various weather conditions. Must be able to navigate uneven terrain and at various heights using ladders lifts. Frequent work under stress, as a team member, and in direct contact with others.
Work Schedule:
Positions are 40 hours Plus per week and are scheduled Monday – Friday; Hours will be adjusted depending upon need of the department.
