GENERAL DESCRIPTION

Performs advanced managerial work providing direction and guidance in strategic operations and planning. Work involves establishing the strategic plan and goals and objectives; developing policies, procedures, and guidelines; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities or business functions; and reviewing and approving budgets within departments or divisions. Supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. This position reports directly to the Division Director of FMO.

ESSENTIAL DUTIES

  • GOALS Collaborates with executive-level management in the development of performance goals and long-term operational plans. Sets goals consistent with the agency’s strategic plan for operational efficiency and increased productivity within the division. Plans, develops, and approves schedules, priorities, and standards for achieving goals; and directs evaluation
  • STRATEGY Reviews results of special investigations, internal audits, research studies, forecasts, and modeling exercises to provide direction and Reviews and approves management, productivity, and financial reports and studies. Develops or assists with developing long-range and short-term plans.
  • EVALUATION AND EFFICIENCY Maximizes efficiency and productivity through extensive process analysis and interdepartmental collaboration. Develops and implements techniques for evaluating business function, division, and program area activities and identifies any need for changes. Devises strategies to ensure growth of programs division-wide, identifying and implementing process improvements that will maximize output and minimize costs. Identifies areas of needed change and makes recommendations to improve operations. Develops, implements, and monitors day-to-day operational systems and processes that provide visibility into goals, progress, and obstacles for our key initiatives. Plans, monitors, and analyzes key metrics for the day-to-day performance of the operations to ensure efficient and timely completion of tasks. Prepares management and productivity reports.
  • BUDGET Develops, reviews, and approves budgets and major expenditures; and ensures that requirements of funding sources are Works with program managers in the development of financial and budgetary plans. Evaluates budget requests, monitors budget expenditures, and makes adjustments as necessary.
  • POLICIES AND PROCEDURES Develops policies, procedures, and guidelines; and implements and monitors Analyzes current operational processes and performance, recommending solutions for improvement when necessary. Upholds organization policies and standards, ensuring legislative regulations are followed.
  • RELATIONSHIPS Builds and maintains relationships with all agency department heads, external partners, and vendors, ensuring excellent customer service to internal and external
  • TEAM MANAGEMENT Directs program activities and business functions within the Facility Support Services, program areas. Manages staff development plans and activities. Supervises the work of Works closely with human resources to lead team with integrity and establish and maintain a trusting, inclusive, and productive environment.
  • EXPERTISE Provides technical expertise and guidance regarding questions related to the business function and division.
  • REPRESENTATION Represents the division or agency at business meetings, hearings, trials, legislative sessions, conferences, and seminars or on boards, panels, and committees.

Required Qualifications (Minimum Qualifications)

Education and Experience: 

  • Graduation from an accredited four-year college or university with major coursework in Business Administration or an equivalent program is generally preferred.
  • Five (5) years experience in commercial building property management, facility management, or a related field.
  • Three (3) year experience in a leadership role.
  • Education and experience may be substituted for one another.
  • Ability to maintain the security or integrity of the infrastructure of the State of Texas.

PREFERRED

  • Certified Texas Contract Manager (CTCM) certification (Preferred)
REGISTRATION, CERTIFICATION, OR LICENSURE
  • Valid State of Texas Class “C” driver’s

KNOWLEDGE, SKILLS, AND ABILITIES

  • Working knowledge of the principles and practices of facilities
  • Knowledge of construction practices, including inspections and
  • Knowledge of the agency’s policies and procedures, state administrative
  • Knowledge of administrative practices and
  • Skill in the use of personal computers and applicable programs, applications, and systems, including email, spreadsheet, word processing, and database software.

  • Ability to maintain effective working relationships with peers, agency personnel, tenants, customers, and the general public.

Physical Requirements and/or Working Conditions: 

This position functions in a standard office environment. There are no unusual dangers involved.

Work Schedule: 

  • 8:00 am to 5:00 pm, Monday through Friday.
