General Description:
Performs highly complex (senior-level) budget preparation and analysis work for the agency’s operating and capital budget portfolios. Works under limited supervision with considerable latitude for the use of initiative and independent judgment. This role supports development, analysis, and monitoring of budgets, appropriations, performance measures, financial forecasts, and operational spending plans.
The position serves as a senior budget resource, providing guidance on financial planning, reporting, and strategic fiscal management. May assist in developing budget policies, procedures, and agencywide financial reporting standards.
Essential Duties:
- Develops and implements budgeting processes, policies, and procedures to support agency operations and strategic planning.
- Prepares, analyzes, and evaluates complex budget requests, funding formulas, expenditure trends, performance measures, and financial forecasts.
- Reviews internal budgets for accuracy, compliance, and efficiency; recommends adjustments for optimal use of funds.
- Prepares advanced budget reports, cost projections, variance analyses, charts, and data visualizations for leadership review.
- Assists in preparing Legislative Appropriations Requests (LAR), fiscal notes, analyses of legislation, and annual operating budgets.
- Monitors and reports on budget execution, identifying spending deviations and recommending corrective actions.
- Provides technical guidance to program areas on budget procedures, financial planning, and funding strategies.
- Studies the impact of regulations, legislation, or policy changes on agency budget operations and prepares recommendations.
- Supports the development and refinement of performance measures and workload metrics. May lead or assist in coordinating budget-related meetings, presentations, and financial briefings for leadership.
- May provide guidance to lower-level staff; may oversee certain budget work products or review analytical work for accuracy.
- Performs other duties as assigned.
Required Qualifications (Minimum Qualifications)
Education and Experience:
- Graduation from an accredited four-year college or university with major coursework in accounting, finance, business administration, public administration, or a related field is preferred.
- Three (3)-Four (4) years of experience in budget preparation and analysis, performance measurement reporting, fiscal management, or related work.
- Education and experience may be substituted for one another.
- Ability to maintain the security or integrity of the infrastructure of the State of Texas.
PREFERRED:
- Prior experience with state budget processes, legislative appropriations, performance measure reporting, or statewide financial systems.
Knowledge, Skills and Abilities:
- Ability to analyze financial data, interpret regulations, prepare reports, and communicate complex information clearly.
• Knowledge of budgeting principles, forecasting methodologies, financial processes, and automated budgeting/accounting systems. - Ability to prepare clear, concise budgetary reports and communicate financial information to both technical and non-technical audiences.
- Ability to supervise the work of others, if assigned.
- Ability to analyze management information, to determine appropriate use of funds, to perform statistical analyses, and to communicate effectively.
- Knowledge of legislative appropriation request and annual operating budget processes and of performance management and reporting.
- Ability to use Microsoft Excel, Outlook, Word, Edge, and financial tools.
Physical Requirements and/or Working Conditions:
This position requires the ability to sit or stand for prolonged periods, work at a computer for extended durations, and lift up to 25 lbs. of files or materials. Work is typically performed in a standard office environment; occasional travel, meetings, or extended hours may be required based on business needs.
