JOB SUMMARY:

Performs human resources management work under the direction of the Director of Human Resources. Work involves acting as the agency leave accountant, being the subject matter expert for the CAPPS system for leave accounting and benefits information system access for employees (including but not limited to FMLA, ADA, Military leave, etc.); ensuring compliance with state and federal laws and regulations; assist all levels of customers, both internal and external, on HR related matters. Works independently and supports the payroll functions for accurate leave accounting and pay checks.  Performs additional duties as needed to accomplish the goals and objectives of the HR division.

ESSENTIAL DUTIES:

  • Subject matter expert in both state and federal leave programs offered to staff.
  • Maintains agency personnel files relating to ADA/FMLA and leave accounting, to ensure compliance with agency’s records retention policies and procedures.
  • Assist managers and employees with accounting matters. Acts as subject matter expert in leave accounting.
  • Enters, retrieves, and updates personnel information in Human Resources information systems. • Calculate time, labor, and leave entries and approves timesheets for separating employees.
  • Verifies restorable leave balances and prepares appropriate documentation.
  • Reviews personnel forms for accuracy and contacts appropriate staff to resolve issues.
  • Assist the Risk Management team with the agency’s Workers’ Compensation claims, if requested by the Risk Management Workers’ Comp staff.
  • Conducts audits of Human Resources activities to ensure compliance with policies and procedures.
  • Research, analyzes, and resolves complex Human Resources issues and provides solutions and recommendations to employees and agency management.
  • Generates, organizes, and analyzes automated reports regarding leave activities.
  • Assists with planning, developing, reviewing, revising, and implementing Human Resources policies and procedures, correspondence, leave admin/ benefits, and publications.
  • Demonstrates strong customer service while working with both internal and external customers. • Maintains confidentiality in the handling of sensitive information

REQUIRED QUALIFICATIONS (MINIMUM QUALIFICATIONS):

  • Graduation from an accredited four-year college or university with a degree in human resources, public administration, business, or related field.
  • Three (3) years of experience in human resources management and/or directly related experience in State of Texas General Leave Provisions and leave accounting.
  • Education and experience may be substituted for one another on a year-for-year basis.
  • Experience and skillful use of the Centralized Accounting and Payroll/Personnel System (CAPPS).
  • Ability to maintain the security or integrity of the infrastructure of the State of Texas.

  • Knowledge of human resources management principles and practices.
  • Knowledge of state and federal laws, rules, and regulations related to human resources.
  • Knowledge of personnel administration, benefits, and leave accounting.
  • Knowledge of human resources information systems.
  • Knowledge of records management.
  • Skill in the use of computers and applicable programs, applications, and systems including Microsoft Office Suite, USPS, and PeopleSoft.
  • Skill in performing data entry and retrieval.
  • Skill in communicating and presenting information.
  • Skill in providing excellent customer service.
  • Skill in gathering and analyzing accurate and relevant information.
  • Skill in oral and written communication.
  • Skill in managing multiple, competing tasks.
  • Ability to maintain effective working relationships within and outside the agency.
  • Ability to identify problems, evaluate alternatives, and implement effective solutions.
  • Ability to develop, interpret, and evaluate policies and procedures.
  • Ability to meet deadlines.
  • Ability to plan and prioritize workload.
  • Ability to communicate effectively in order to convey complex ideas and concepts.
  • Ability to maintain and protect confidential and sensitive information.

PHYSICAL REQUIREMENTS AND/OR WORKING CONDITIONS:

This classification functions in a standard office environment.  There are no unusual dangers involved, but the position will have exposure to dust, environmental allergens, pathogens, and other microorganisms consistent with business activities and human contact.  The position holder must be able to work effectively with people under varying conditions, must be able to work extended periods at a computer, and must be able to work longer than eight hours in a work-day as necessary. Physical requirements also include the ability to move items up to 30 lbs. and perform tasks requiring fine motor skills and coordination.
