   General Description

GENERAL DESCRIPTION: The general description should briefly state the purpose of the position in less than a paragraph and should not restate the functions:
Performs advanced managerial work administering operations of the Training department and staff. Monitors the development of training programs for clients (i.e., other organizational units in the agency) in law enforcement, compliance, and licensing and for professional development of employees. Employs best practices to ensure programs are delivered efficiently, effectively, and professionally and meet statutory and other requirements. Instructs classes and facilitates training programs. Monitors contracts and activities for the seller server training (SST) program. Works under limited supervision with considerable latitude for the use of initiative and independent judgment.
Essential Job Functions

25% Supervises Training staff and manages day-to-day activities of the department. 

  • Sets expectations for departmental standards, establishes guidelines and processes for staff, and ensures compliance.
  • Assigns primary points of contact for training programs and determines roles and responsibilities of the department and staff.
  • Monitors staff who prepare reports and submit training records to the Texas Commission on Law Enforcement (TCOLE) for timeliness and meeting requirements.
  • Manages and reviews departmental expenditures, resources, contracts, and requisitions.
  • Meets regularly with staff.
  • Assesses employees’ skills, performance and productivity to identify areas of improvement.
  • Observes staff during training programs and sessions, facilitations, and meetings with client.
  • Develops staff through coaching, external training programs, performance evaluations, improvement plans, and other mechanisms.
25% Guides the execution of training programs that meet organizational needs and regulatory requirements.

  • Oversees the design, development, and delivery of training programs, including development of the agenda, coordinating speakers, preparing training materials, ordering supplies, handling logistics, facilitating the program, and conducting evaluations.
  • Ensures training programs meet continuing education requirements through collaboration with the client and credentialing entities, including TCOLE and the Association of Certified Fraud Examiners.
  • Monitors the SST program, including reviewing applications, receiving and addressing complaints, and working with a vendor.
  • Revises training materials and SST curriculum based on new laws, rules, and operational guidance and evaluates materials and curricula regularly.
  • Develops guidelines, processes, templates, and forms for efficiency, transparency, and consistency.
  • Guides staff on the use of effective and purposeful training methods, evaluations, and communication strategies.
  • Collaborates with departmental/divisional leadership and staff to assess training opportunities, evaluate programs, and conduct after action reviews; effectuates necessary changes to programs, assignments, or processes.
  • Reviews and approves documents and reports developed by staff to ensure professional quality and appearance, consistency, and responsiveness.
25% Uses best practices and analytics to execute training tools and programs that develop employees and meet operational needs.

  • Consults with supervisor to establish strategic goals for the department and monitor implementation of tactical activities to reach goals.
  • Directs the analysis of data related to LMS courses, instructors, evaluations, training programs, and other training components.
  • Evaluates training needs of the organization through surveys, needs assessment, observation, or other tools and develop a plan.
  • Evaluates Training guidelines, processes, templates, and forms and makes adjustments or creates new content as needed.
  • Monitors process for the agent’s adoption of a new learning management systems and plans for the transition of responsibility to the department.
  • Establishes best practices for delivering training programs; evaluations of instructors, classes, and programs; and tools for requesting and planning training programs.
15% Serves as an instructor for internal and external training programs.

  • Designs, develops, and delivers training programs.
  • Presents materials and instructs on a variety of topics as assigned or as needed.
  • Facilitates training programs.
10% Performs higher-order administrative duties and other duties as assigned. 

  • Prepares routine reports for commissioners, executive leadership, supervisor, and others as assigned.
  • Drafts new or amended policies and procedures for the department, reviews and gives input on policies and procedures of other organizational units, and monitors compliance.
  • Participates in meetings and serves on committee(s) as a representative of the Training department.
  • Maintains an organized system for sharing and retaining materials for training staff, clients, and TABC employees.
MQs, KSA, License/Certifications
MINIMUM QUALIFICATIONS: Refer to the state classification plan and TABC HR for standards and guidance.
Education: Graduation from an accredited four-year college or university

and Experience:

  • Experience supervising or managing a team or organizational unit.
  • Four (4) years of experience in instruction, planning training programs, or facilitating events.

Applicable Substitutions: Experience and education may be substituted for one another.

Preferred Qualifications:

  • Experience supervising training staff in a Texas state agency.
  • Experience implementing innovative practices for the delivery of classroom, virtual, and eLearning training programs.
  • Practical knowledge of models used for training and instructor evaluations.
  • Successful completion of leadership training at the mid-management to executive-level leadership.
  • Completion of TCOLE Basic Instructor Certification Course.
KNOWLEDGE, SKILLS, AND ABILITIES: 

Knowledge, skills and abilities should directly support the essential job functions. Knowledge is an understanding of facts or principles relating to a particular subject area. Skill is the application of knowledge resulting from the development of basic abilities through formal training and practical experience. Ability relates to the capacity in a general area that may be utilized to develop detailed, specific skills. 

Knowledge of

  • Training models and techniques, instructional design and curriculum development, and adult education principles and practices;
  • Structure of Texas state government and administration and management of state laws and administrative rules;
  • Innovative tools for planning, organizing, and evaluating training programs; and
  • Structure and content of the English language including spelling, meaning of words, rules of composition, and grammar.

Skills in

  • Communicating effectively orally, in writing, and in an instructional capacity using various delivery methods;
  • Writing clear, concise, and logically organized documents, including reports, policies, procedures, and presentations;
  • Performing final edit and proofreading of documents to ensure consistency in grammar and proper use of syntax, style, content, and format;
  • Managing activities of an organizational unit, establishing goals and objectives, and exercising sound judgment in making decisions;
  • Synthesizing, analyzing, and evaluating complex program, policy, and operational issues and drawing logical conclusions;
  • Developing and maintaining effective relationships with various level personnel, working under pressure, negotiating among multiple parties, and resolving conflicts; and
  • Microsoft Word and Outlook, the internet, and other applications and programs.

Ability to

  • Establish strategic goals and monitor actions to achieve agency goals and initiatives;
  • Maintain web-hosted materials to ensure ease of use, intuitive access, and compliance with current regulations and operational guidance;
  • Conform to accessibility standards issued under the Americans with Disabilities Act (ADA);
  • Gather, assemble, correlate, and analyze facts; identify gaps; and devise solutions;
  • Evaluate the effectiveness of training programs and assess training needs; devise and implement solutions;
  • Analyze legislation and interpret rules, regulations, policies and procedures; and
  • Supervise, train and provide direction to direct reports; work cooperatively as a team member; and take direction and accept constructive criticism.
REGISTRATION, CERTIFICATION OR LICENSURE:

  • Possess a valid Texas driver’s license, if applicable
  • Additional certifications may be required to be registered, certified, or licensed in a specialty area.

Physical Requirements/Supplemental Information

PHYSICAL REQUIREMENTS AND/OR WORKING CONDITIONS:

This position functions in a standard office environment. Must be able to move around the office to access filing cabinets, office equipment and move up to 20 pounds. Must be able to communicate and exchange information via phone, computer, in person and via electronic media. Must be able to perform repetitive use of a keyboard at a workstation.  Must be able to work with overlapping deadlines.

This position is expected to work in the office but may be eligible for situational or hybrid telework schedule upon completion of an initial probationary period. For teleworking, must have a secure, dedicated workspace with internet service, ability to maintain a reliable consistent work schedule and be available for meetings and group collaboration via Microsoft Teams or other platforms/applications during regular business hours.

  • The Texas Alcoholic Beverage Commission reserves the right to adjust compensation based upon legislative mandates in regard to TABC’s and/or an employee’s contribution to the?Employees Retirement System. In compliance with Senate Bill 321, agencies that hire a person who has retired from the Employees Retirement System (ERS) or the Law Enforcement and Custodial Officers Supplemental Fund (LECOS) on or after September 1,2009,are required to remit a surcharge each month the return-to-work retiree is employed. Candidates meeting these requirements will be offered a lower base salary to cover the surcharge.
