Program Specialist – Austin, Texas

The Office of the Governor is looking for two Program Specialists (Program Specialist IV) to work in the Texas Advanced Nuclear Energy Office (TANEO).

What You’ll Earn

The salary is $5,416.67 – $6,000.00 a month ($65,000.04 – $72,000.00 a year).

What You’ll Do

This position performs highly complex (senior-level) consultative services, technical assistance work, and provides recommendations to staff and applicable stakeholders on projects related to the Texas Advanced Nuclear Development Fund (TANDF) and associated grant programs as established in House Bill 14, 89th Regular Legislative Session. Prepares financial and other business reports and responds to internal and external inquiries from grant program applicants and awardees. Assists in planning and coordinating projects and grant activities together with other TANEO and OOG team members.

  • Serves as primary point of contact for selected grantees under the Advanced Nuclear Construction and Program Development and Supply Chain reimbursement programs, as assigned.
  • Analyzes grant applications to determine eligibility and compliance with program guidance, state law, and other requirements.
  • Compiles submitted grant application information in support of TANEO’s grant application evaluation and selection processes.
  • Responsible for monitoring and compliance of grant agreements through project completion. Supports TANEO and OOG General Council to negotiate grant agreement milestones and benchmarks in coordination with selected grantees as needed.
  • Coordinates and collaborates with TANEO staff in program planning, development, implementation, analysis, and documentation of TANEO programs.
  • Assists in developing program policies, procedures, standards, and guidelines in accordance with program objectives and goals.
  • Ensures the completion of, submission, and quality review and assessment of required performance reports from assigned portfolio of grantees.
  • Stays abreast of news and updates related to the nuclear energy industry and regulatory trends to ensure the most current and accurate information is available for program purposes.
  • Ensures thorough completion of data and well-organized recordkeeping, including electronic and/or hardcopy formats.
  • Demonstrates subject matter expertise, professional confidence, and clarity when representing TANEO.
  • Advises TANEO leadership on opportunities to improve program effectiveness and efficiency.
  • Serves as a contributor to the achievement of TANEO strategic and tactical program development and objectives.

How You’ll Qualify

  • High school graduate or equivalent; and
  • Four (4) years of professional experience in business administration, finance, accounting, economic development, economics, political science, public administration, grant administration, or a related field.

Note: Experience and education may be substituted for one another on a year-for-year basis.

  • Graduation from an accredited four-year college or university with a degree in business administration, engineering, finance, accounting, economic development, economics, political science, public administration, or a related field;
  • Knowledge of state grant or economic incentive programs, financial statements, implementation and administration of finance programs, and knowledge of investment or project management, including local, state, and federal laws and regulations; and
  • Knowledge of nuclear energy industry and market terminology, procedures and related industry trends.
