Position Summary
The Chief Financial Officer (CFO) serves as a key member of the executive leadership team, providing highly advanced (senior-level) financial guidance and direction across the agency. This role encompasses both advanced financial management and operations responsibility including oversight of financial planning, budgeting, accounting, and fiscal control functions. The CFO is responsible for advising DIR’s Executive Director and State Chief Information Officer on financial matters, offering recommendations for action, and establishing controls to ensure fiscal accountability in accordance with federal laws, regulations, and agency policies. The CFO works closely with the executive leadership team to manage day-to-day financial strategies and operational planning efforts. This role plays a critical part in setting DIR’s financial direction, with significant responsibility for achieving program goals and objectives within established financial parameters. The CFO works under the minimal supervision of DIR’s Executive Director and State Chief Information Officer with extensive latitude for the use of initiative and independent judgment.
- Develops and executes the vision and strategy for the Chief Financial Office; Plans, assigns, and supervises the work of division staff; Oversees the hiring process, assessment of training needs and opportunities, development of annual performance goals, and conducts timely performance evaluations.
- Serves as a financial risk subject matter expert, and advisor for DIR’s Executive Director and State Chief Information Officer, Deputy Executive Director and Deputy Chief Information Officer, and other members of the Executive Leadership Team in the planning, development, and operation of agency programs including establishing financial goals and developing fiscal standards for long-term success.
- Sets department goals and objectives and directs agency fiscal operations including accounting and budgeting functions in accordance with state requirements and DIR’s strategic plans.
- Establishes and directs the maintenance of efficient accounting systems for controlling, recording, and reporting agency financial information with an emphasis on quality control and the integrity of DIR’s financial systems and information.
- Develops and implements policies, procedures, and best practices for budget and financial activities to ensure compliance with state and federal laws, rules, and regulations; Establishes cost recovery rates for agency activities.
- Reviews, analyzes, and interprets expenditure patterns, budget projections, and DIR’s financial position, including oversight of fiscal note preparation and analysis of proposed and/or new legislation to determine impact on agency financial position.
- Prepares and presents financial and budget information including the Annual Operating Budget, Legislative Appropriations Request, quarterly financial statements, Annual Financial Reports, and other relevant financial reports to executive leaders, DIR’s Governing Board, and other stakeholders.
- Serves as DIR’s liaison to the agency’s Audit and Finance Subcommittee and the Texas.gov Subcommittee.
- Works with the Office of the Governor and federal oversight agencies to develop and monitor the Statewide Cost Allocation Plan.
- Works with and responds to requests from representatives of government bodies including but not limited to the Office of the Governor, Legislative Budget Board, Comptroller of Public Accounts, Senate Finance, House Appropriations, and State Auditor’s Office.
- Performs other work-related duties as assigned.
Education
- Graduation from a four-year college or university with major coursework in accounting, finance, business or related field.
Experience and Training Required
- Fifteen (15) years of progressively responsible experience in financial management including budget, accounting, financial operations, and reporting.
- Ten (10) years of supervisory experience providing performance evaluations, coaching, and leading a group of financial professionals.
Experience and Training Preferred
- Licensed Certified Public Accountant (CPA).
- Experience in state governmental accounting and management, including experience with the State of Texas legislative budget processes and annual financial report processes.
- Experience implementing business and financial process improvements.
- Experience in financial operations of cost recovery and/or self-supporting programs.
- Experience implementing and maintaining automated Enterprise Resource Planning (ERP)/Financial Accounting Systems.
Knowledge, Skills, and Abilities
- Knowledge of accounting practices and procedures including generally accepted accounting principles, governmental accounting, and financial reporting standards.
- Knowledge of cost recovery and rate setting practices.
- Knowledge of contracting and procurement processes and best practices.
- Knowledge of the state of Texas’ Uniform Statewide Accounting System (USAS), Uniform Statewide Personnel/Payroll System (USPS), Centralized Accounting and Payroll/Personnel System (CAPPS), and the Automated Budget Evaluation System of Texas (ABEST).
- Demonstrated skill in troubleshooting and problem resolution, including employee related issues.
