General Description
Performs advanced (senior-level) legal assistant work for the General Counsel, Deputy General Counsels, and Managing Open Records Attorney. Serves as the Open Records Coordinator coordinating and assigning public information requests to divisional liaisons and providing training and technical assistance and direction on program specifics and requirements to agency staff, government agencies, and the general public. Assists the Managing Open Records Attorney and Open Records Attorney in the development of policies and procedures for the Office of the General Counsel; planning and assigning the workflow of legal support staff; monitoring the quality and quantity of work; training; providing input on the evaluation of employees’ performance; and providing mentoring and guidance on an ongoing basis. Other work includes researching and analyzing best practices for the purpose of developing effective administrative practices and procedures, drafting legal documents and correspondence, and preparing statistical and other special reports. Work requires contact with the public and frequent contact with other divisions within the agency. Work is performed under limited supervision with considerable latitude for the use of initiative and independent judgment. This position reports to the Managing Open Records Attorney.
Essential Job Functions
• Serving as the Open Records Coordinator, coordinating and assigning public information requests to divisional liaisons and obtaining legal review as needed.
• Develops, reviews, revises, and interprets policies, procedures, rules, regulations, and standards on the Public Information program specifics and requirements.
• Coordinates, collects, organizes, analyzes, and prepares materials in response to requests for public information in compliance with the Texas Public Information Act (TPIA).
• Maintains accurate and organized filing system of information produced in response to public information requests and determines program statistics and trends and resolves operational issues.
• Conducts training and provides guidance to agency personnel in the development and integration of new and revised methods and procedures regarding the agency’s public information program and compliance with the TPIA.
• Assists with coordinating, planning, and assigning the workflow of legal support staff in the Office of General Counsel.
• May review samples of work completed by the legal support staff and provides feedback and guidance where appropriate. May monitor the workloads and responsibilities of the legal support staff to ensure that the assigned work is completed timely and accurately.
• Assists in the preparation of annual performance evaluations for legal support staff, provides input on the evaluation of employees’ performance, and provides guidance and mentoring on an ongoing basis.
• Assists the Managing Open Records Attorney develop, coordinate, and maintain record keeping system for files and collaborates with the Records Management Officer on file retention, archival, and destruction.
• Tracks and/or updates information in the appropriate database or case management system.
• Assists in budget preparation and monitoring. Compiles and analyzes performance measure reports. May participate in the development of the Strategic Plan and Legislative Appropriations Request.
• Researches and analyzes best practices to develop effective administrative practices.
• Produces and maintains correspondence for commission members, interested parties, and members of the legislature. Assists in the preparation of Department policies, procedures, and forms.
• May assist in tracking relevant legislation and drafting cost analyses and bill summaries for proposed legislation.

Required and Preferred Qualifications
• Graduation from a standard senior high school or GED equivalent is required.
• Five years experience performing legal assistant work is required.
• Three years of experience in handling open records requests is required.
• Graduation from an accredited four-year college or university, or certification as a legal assistant or paralegal is preferred.
• Supervisory or team leader experience is preferred.
• Experience with the Texas Public Information Act is preferred.
• Experience in records retention is preferred.
• Experience in administrative law is preferred.
• Experience and knowledge of statutes or programs regulated by TDLR is preferred.
• Experience gathering data and preparing reports is preferred.
• Experience developing, monitoring, analyzing, and evaluating policies and procedures is preferred.
Knowledge, Skills, and Abilities
• Knowledge of the Texas Public Information Act.
• Knowledge of office management and administrative procedures; of statutes and rules enforced by the Department; and, of agency and division policies.
• Knowledge of legal terminology, research methods and techniques, basic administrative and court procedures, legislative process and public notice requirements.
• Skill in the use of standard office equipment; in the use of computers, including MS Office applications; and in the use of electronic databases, including Legal Files.
• Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems; and, in internet research.
• Advanced organizational, analytical, and legal administrative skills to support efficient case progression and ensure compliance with legal standards, agency policies, and jurisdictional requirements.

Physical and Mental Requirements
• Must be able to walk, sit, or stand for extended periods of time.
• Must be able to perform data entry, type, and operate standard office equipment and computer software.
• Must be able to lift boxes weighing up to 25 lbs.
• Specific vision abilities required by this job include close vision and distance vision, with or without glasses or contacts.
• Ability to hear a forced whisper in the better ear at 5 ft., with or without a hearing aid.
