General Description
Performs routine to moderately complex human resources administrative and technical assistance work, assisting office visitors, answering phone and email inquiries, scheduling appointments and organizing calendars, drafting correspondence, maintaining confidential personnel files, performing data entry into an applicant tracking and job posting system, assisting with coordination of HR division open records requests, reviewing HR legal documents, monitoring records and documents for policy compliance, and other expanded HR duties associated with the legislative transfer of state programs to the Texas Department of Licensing and Regulation. Performs work in a team environment assisting HR division and agency staff. Proofs documents for agency compliance with HR policies and procedures and federal, state, and agency requirements. Maintains the agency’s applicant tracking system and processes employment applications/resumes received by the agency. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment. This position reports to the Human Resources Division Director. This is a 100 percent in the office position.
Essential Job Functions
• Greets visitors to the division and answers and directs calls and emails to appropriate staff. Keeps the director informed of issues and problems, their causes, and possible resolutions.
• Answers basic questions and resolves routine issues related to human resources management.
• Drafts responses to inquiries and other correspondence for the HR division and staff.
• Enters, updates, and retrieves data from various automated human resources systems, including the applicant tracking system.
• Proofs and reviews job descriptions, job postings, and HR documents for conformity with agency processes, procedures, guidelines and standards.
• Maintains files and other related personnel documents; maintains filing and recordkeeping systems in accordance with public records law and agency records retention guidelines.
• Assists with coordinating HR division open records requests, reviews HR legal documents, and monitors records and documents for policy compliance.
• Assists with processing employment applications/resumes and other related personnel action documents in conformity with agency policies and state and federal regulations.
• Assists with preparing and posting agency job postings and ensures compliance with all federal and state mandated job posting/notification requirements.
• May coordinate new hire criminal background checks with Enforcement Division for applicants recommended for employment with TDLR.
• May assist with conducting new employee orientation.
• May assist with completing I-9 and E-Verify reviews for all new hires by legal deadline.
• May assist with temporary employee services requests with agency divisions staff and vendors.
• May review hiring recommendation packets and other relevant documentation to ensure conformance with agency selection procedures.
• Performs other related duties as assigned.
Required and Preferred Qualifications
• Graduation from a standard senior high school or GED equivalent is required.
• Two (2) years of work experience involving administrative support, human resources, or legal support work in state government is required. (Thirty (30) semester hours of college credit may be substituted for the required experience on a year-for-year basis.)
• Willingness to work extra hours if needed is required.
• Graduation from an accredited four-year college or university is preferred.
• Experience organizing and maintaining files is preferred.
• Experience in data entry and maintaining databases is preferred.
• Experience drafting and proofing documents for accuracy and compliance with policies and legal requirements is preferred.
• Experience providing customer service to internal and external customers is preferred.
• Experience demonstrating competency in the knowledge, skills and abilities of the position is preferred.
• Experience with Microsoft Word, Microsoft Excel, Microsoft PowerPoint, and Microsoft SharePoint is preferred.

Physical and Mental Requirements
