General Description
Performs highly complex (senior-level) human resources management work focused on strengthening performance management, enhancing employee engagement and retention, supporting change initiatives, and other expanded HR duties associated with the legislative transfer of state programs to the Texas Department of Licensing and Regulation. Performs work in a team environment with responsibilities assisting division and agency staff and contributing to a positive agency culture. Key responsibilities include planning, testing and implementing a uniform performance management system and monitoring the completion of performance evaluations, supporting talent development efforts, and improving employee engagement, all while ensuring compliance with federal and state laws and alignment with agency strategic goals. Works under limited supervision with considerable latitude for the use of initiative and independent judgment. This position reports directly to the Human Resources Division Director. This is a hybrid position, 3 days in the office and 2 days working remotely each week.

Essential Job Functions
• Serves as the TDLR HR Performance Management Specialist. Keeps the Director and Assistant Director informed of performance management issues, root causes, and recommended resolutions.
• Coordinates the planning and project implementation of an agency-wide uniform performance management system, including timeline, testing and ongoing maintenance activities.
• Designs agency implementation training materials to train staff and provides continual assistance for end users.
• Plans, implements, and maintains performance management processes, procedures and related initiatives.
• Serves as an internal consultant by providing guidance, interpretation, and assistance to all levels of management regarding Employee Performance Evaluations (EPEs).
• Communicates effectively and promptly with agency supervisors in response to questions or issues regarding documentation of employee performance evaluations.
• Designs and delivers agency performance management training materials, ensuring staff receive ongoing support and resources for successful system use.
• Reviews completed Employee Performance Evaluations for accuracy, consistency, and compliance with agency standards and applicable regulations and logs completed EPEs to the appropriate spreadsheets/databases.
• Identifies areas for improvement and develops actionable plans to address gaps in performance management, engagement, or related processes.
• Collects and analyzes employee satisfaction and performance metrics through surveys and other feedback tools.
• Develops and implements strategies to enhance job satisfaction and foster a positive, agency culture where employees are engaged, motivated, and committed to agency goals.
• Provides training, guidance, and coaching to managers on strategies to strengthen employee engagement and retention.
• Demonstrates a spirit of teamwork by offering constructive ideas, encouragement, and support to colleagues, while upholding the agency’s core values.
• Keeps management appropriately informed of ongoing activities and critical matters that may impact agency operations or employee retention.
• Responds to emails and calls received in Human Resources and responds to inquiries or routes them to the appropriate staff member for assistance as necessary.
• Adheres to all Texas Department of Licensing and Regulation Personnel Policies and fulfills training requirements.
• Performs related duties as assigned.

Required and Preferred Qualifications
• Graduation from an accredited four-year college or university is required. (Related experience, in excess of the required four years, may substitute for college on a year for year basis).
• Four (4) years of experience in human resources, performance management, or project management is required, with at least two (2) of those years in state government service.
• Willingness to work extra hours if needed is required.
• Experience with Microsoft Word, Excel, PowerPoint, Outlook, and Teams is preferred.
• Experience and skillful use of the HR CAPPS system at a state agency is preferred.
• Experience with job performance appraisal systems, reviewing evaluations for HR compliance, assessing performance standards/expectations, and advising management on improvements to address deficiencies is preferred.
• Experience demonstrating competency in the knowledge, skills, and abilities of the position is preferred.
• Certified HR Program Management, Professional in Human Resources (PHR), Senior Professional in Human Resources (SPHR), Certified Associate in Project Management (CAPM), or a Project Management Professional (PMP) is preferred.

Physical and Mental Requirements
• Must be able to walk, sit, or stand for extended periods of time.
• Must be able to perform data entry, type, and operate standard office equipment and computer software.
• Must be able to lift boxes weighing up to 15 lbs.
