General Description
Performs highly advanced and/or supervisory or managerial (senior-level) work administering the daily operations and activities of the agency’s IT project management function Work involves establishing goals and objectives; developing guidelines, procedures, and policies; and establishing and maintaining project management standards to ensure the effective and transparent execution of projects. This role is critical for ensuring that projects are delivered in full compliance with state and federal regulations, align with our public service mission, and provide maximum value to the citizens we serve. Collaborates extensively with other IT staff, business customers, and vendors to accomplish work and may represent IT on various committees or workgroups. In addition, this role may serve in a consulting capacity on key technology initiatives and projects. Works under minimal supervision with extensive latitude for the use of initiative and independent judgement.
Essential Job Functions
• Manage the day-to-day operations and activities of the agency’s IT project management function.
• Develop, establish, and implement the PMO strategies, goals, and objectives, ensuring they align with legislative mandates, public policy objectives, and agency-wide strategic goals. Provide executive-level guidance on project prioritization, resource allocation, and risk management.
• Establish a consistent project management framework tailored for the agency. Ensure all projects adhere to government-mandated regulations, procurement policies, and reporting requirements.
• Oversee the agency’s project portfolio, ensuring projects are delivered on schedule and within the approved budget. Monitor and report on the use of public funds and project outcomes to executive leadership and oversight bodies.
• Supervise, lead, mentor, and develop a team of project managers and PMO staff. Foster a culture of accountability, transparency, and public service.
• Implement a robust project governance structure that ensures full compliance and auditability. Develop transparent reporting dashboards for internal and external stakeholders, including legislative committees, and the public.
• Identify areas of needed change and make recommendations to improve operations.
• Act as the primary liaison for executive agency leadership, other government agencies, legislative staff, and community partners. Ensure clear and consistent communication regarding project progress and impact.
• Provide technical expertise and guidance regarding questions related to the PMO function. Provide professional oversight and guidance to other staff, including management-level staff, to ensure compliance with and adherence to standards, policies, and mandated regulations.
• May serve as a backup to other IT Directors as needed to ensure operational continuity.
• May represent the agency at business meetings, hearings, legislative sessions, conferences, and seminars or on boards, panels, and committees.
• Participate in activities related to the legislative process; respond to legislative inquiries and requests for information; and participate in developing legislative appropriation requests.
• Perform other related duties as assigned to maintain IT operations.
Required and Preferred Qualifications
• Bachelor’s degree in Information Technology, Public Administration, Business Administration, or a related field is required.
• Eight years of experience in project management, with at least 4 years in a leadership or supervisory role is required.
• Three years of experience working within a government agency (federal, state, or local) is required.
• PMP (Project Management Professional) certification is required.
• Experience with project management methodologies (Agile, Waterfall, etc.) is required.
• Experience and strong understanding of government procurement, contracting, and budgeting processes is required.
• Willingness to work extra hours as required, such as hours other than 8 a.m. – 5:00 p.m., to sustain operations or complete urgent assignments.
• Experience with PPM (Project Portfolio Management) software configured for government use is preferred.
• Certification as a Certified Texas Contract Developer or Certified Texas Contract Manager is preferred.
• Experience working with or supporting the legislative process is preferred.
• Experience with project management tools (Jira, Azure DevOps) is preferred.
• Experience with strategic planning and organizational alignment is preferred.
• Excellent written and verbal communication skills is preferred.
For continued employment, must have ability to maintain the security or integrity of the agency’s communication infrastructure verified through routine criminal history record and cyber intelligence reviews.
Knowledge, Skills, and Abilities
• Knowledge of local, state, or federal laws and regulations relevant to the PMO function and the principles and practices of public administration and management.
• Knowledge of project management theories and practices applicable to limited-scope projects; systems and procedures used to evaluate a third-party vendor’s performance; and local, state, and federal laws and regulations relevant to the administration of the project undertaken.
• Knowledge in business and management principles involved in strategic planning and resource allocation.
• Skill in project management monitoring and in the use of a computer and applicable software.
• Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.

Physical and Mental Requirements
• Must be able to sit or stand for extended periods of time, work well in stressful situations under strict deadlines, and operate standard office equipment and computer software.
