General Description
Boiler Inspector I
Performs complex (journey-level) boiler inspection work for the Boiler Program to ensure compliance with the American Society of Mechanical Engineers (ASME), National Board Inspection Code (NBIC), and the Texas Boiler Law and Rules. Responsibilities include scheduling, managing, conducting, and documenting in-service boiler inspections and re-inspections; recommending and verifying corrective actions for non-compliance; and providing technical assistance and guidance to stakeholders. Work also involves identifying nonproductive situations, evaluating workforce productivity, and providing recommendations for operational improvements to the Chief Boiler Inspector and upper management; as well as disseminating technical and regulatory information to support program operations. Works under general supervision, with moderate latitude for the use of initiative and independent judgment in carrying out inspection and program-related activities, while also performing other duties as necessary to maintain effective program operations. This position reports to the Chief Boiler Inspector.
Boiler Inspector II
Performs highly complex (senior-level) boiler inspection work for the Boiler Program to ensure compliance with the American Society of Mechanical Engineers (ASME), National Board Inspection Code (NBIC), and the Texas Boiler Law and Rules. Responsibilities include scheduling, managing, conducting, and documenting in-service boiler inspections and re-inspections; recommending and verifying corrective actions for non-compliance; and providing technical assistance and guidance to stakeholders. Work also involves identifying nonproductive situations, evaluating workforce productivity, and providing recommendations for operational improvements to the Chief Boiler Inspector and upper management; as well as disseminating technical and regulatory information to support program operations. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment in carrying out inspection and program-related activities, while also performing other duties as necessary to maintain effective program operations. This position reports to the Chief Boiler Inspector.
This position is home-based and will be required to live and work in the Northwest Houston area.
Essential Job Functions
Boiler Inspector I
• Travels daily to conduct inspections of boiler units for compliance with codes, the Texas Boiler Law and Rules, and national standards; prepares, and submits inspection data as required using prescribed forms.
• Documents violations and monitors the status of non-compliance. Conducts follow-up inspections to verify that owners perform corrective action of existing violations, ensuring public safety in accordance with the Texas Boiler Law and Rules and applicable national standards.
• Makes recommendations to upper management for variances.
• Performs routine accident investigations.
• Conducts training for public associations and disseminates information regarding the Boiler Program.
• Establishes and maintains professional relationships with the regulated industry, inspection agencies, fire marshals, and other local officials.
• May testify at hearings or before courts of jurisdiction.
• Manages the assigned workload and maintains communication with TDLR staff in an efficient and effective manner as required by established policies and procedures.
• Complies with division and/or agency training requirements.
• Keeps management appropriately informed of ongoing activity and critical matters affecting the operation and well-being of the agency.
• Demonstrates a spirit of teamwork offering positive and constructive ideas, encouragement, and support of staff and teams.
• Adheres to all Texas Department of Licensing and Regulation Personnel Policies and performs other duties required to maintain field operations.
• Adheres to all TDLR Personnel Policies and performs other related duties as assigned.
Boiler Inspector II
• Travels daily to conduct inspections of boiler units for compliance with codes, the Texas Boiler Law and Rules, and national standards; directs, prepares, and submits inspection data and/or reports as required using prescribed forms.
• Documents violations and monitors the status of non-compliance. Verifies that owners perform corrective action of existing violations, ensuring public safety in accordance with the Texas Boiler Law and Rules and applicable national standards.
• Makes recommendations for variances and on violations noted during inspections and conducts follow-up inspections for assurance that standards are being met, and corrective action is being taken.
• Oversees and/or conducts routine accident investigations including establishing the priorities and methods of securing evidence.
• Makes presentations to and acts as a liaison with local, state, and federal agencies to facilitate program administration.
• Authorizes repairs and/or alterations to boilers and pressure vessels and witnesses the required test and examination on completion of the repair and/or alteration.
• Reviews and educates other boiler inspectors of changes in procedures or laws affecting their duties and responsibilities and establishes methods to be used by the inspectors to prioritize workloads.
• Addresses technical/administrative inquiries and establishes/maintains professional relationships associated with the regulated industry, inspection agencies, fire marshals, and other local officials.
• May testify at hearings or before courts of jurisdiction.
• Manages the assigned workload and maintains communication with TDLR staff in an efficient and effective manner as required by established policies and procedures.
• Provides technical guidance to TDLR staff, building and facility owners, and inspectors by offering assistance, interpreting codes, and resolving compliance problems and disputes.
• Complies with division and/or agency training requirements.
• Keeps management appropriately informed of ongoing activity and critical matters affecting the operation and well-being of the agency.
• Demonstrates a spirit of teamwork offering positive and constructive ideas, encouragement, and support of staff and teams.

Required and Preferred Qualifications
Boiler Inspector I
• Graduation from a standard senor high school or GED equivalent is required.
• One (1) year of experience in the construction, installation, inspection, operations, maintenance, or repairs of boilers is required.
• A valid driver’s license is required.
• Willingness to travel daily up to 75% for work-related purposes is required.
• Willingness to work extra hours (evenings, weekends, and holidays) as required.
• Texas Boiler Inspector Commission is preferred or ability to qualify for and acquire within six (6) months of hire is required.
• Experience conducting boiler and pressure vessel inspections is preferred.
• Experience with inspection reporting systems is preferred.
• Experience with Microsoft Office applications is preferred.
• Experience interpreting codes, standards, and preparing technical documents and reports is preferred.
• Experience with scheduling, managing, and documenting workload is preferred.
• Experience dealing with the general public is preferred.
• Experience working in a team environment is preferred.
Boiler Inspector II
• Graduation from a standard senor high school or GED equivalent is required.
• Five (5) years of experience in the construction, installation, inspection, operations, maintenance, or repairs of boilers OR completion of the National Board of Boiler and Pressure Vessel Inspectors NB-380 training program and possess an In-Service Commission from the National Board of Boiler and Pressure Vessel Inspectors is required.
• A valid driver’s license is required.
• Willingness to travel daily up to 75% for work-related purposes is required.
• Willingness to work extra hours (evenings, weekends, and holidays) as required.
• Texas Boiler Inspector Commission is preferred or ability to qualify for and acquire within six (6) months of hire is required.

Physical and Mental Requirements
