General Description

Reports to the Accounting Manager and performs professional accounting work in support of the agency’s financial operations. Responsibilities include preparing monthly accounting entries in MIP and/or CAPPS Financials; reconciling cash, expenditures, and online credit card transactions; and maintaining accurate financial records in accordance with state and generally accepted accounting principles (GAAP).

This position performs or assists with account reconciliations, payroll processing, fund transfers, budget monitoring and reporting, journal entries, and financial transactions in USAS, CAPPS Financials, and MIP. The Accountant researches and resolves accounting discrepancies, prepares purchase and travel vouchers, and maintains documentation for accounts receivable related to reimbursements and agreed consent orders.

Additional responsibilities include preparing the quarterly State Auditor’s Office (SAO) Full-Time Equivalent (FTE) Report and assisting with legislative, financial, and audit reports. The position cross-trains to provide backup support for other accounting functions and performs other duties as assigned.

Education, Experience, and Abilities Required

  Minimum Qualifications

·         Graduation from an accredited four-year college or university with major coursework in accounting, finance, business administration, or a closely related field. A degree in accounting or finance is preferred.

·         Experience and education may be substituted for one another on a year-for-year basis for up to two years.

·         Familiarity with governmental accounting principles and practices.

 

Experience and Knowledge

·         Minimum of two (2) years of professional experience in accounting, bookkeeping, financial reporting, or general ledger accounting.

·         Working knowledge of Generally Accepted Accounting Principles (GAAP).

·         Knowledge of state accounting systems, procedures, and automated financial management systems.

·         Experience using CAPPS Financials, including journal entries, vouchers, deposits, budget transactions, reporting, security roles, and coding.

·         Experience preparing account reconciliations and resolving accounting discrepancies.

·         Knowledge of Microsoft Excel and other Microsoft Office applications.

Preferred:

·         Experience supporting CAPPS Financials implementations, upgrades, conversions, or major system enhancements.

·         Experience with USAS; experience with MIP, TINS, and SPA is preferred.

·         Knowledge of Texas state travel, purchasing, and reimbursement regulations.

·         Experience preparing audit schedules, legislative reports, or other regulatory financial reports.

·         Experience monitoring accounts receivable and reimbursement activity.

Skills and Abilities

·         Ability to interpret and apply accounting principles and governmental accounting standards to financial transactions.

·         Strong analytical, problem-solving, and reconciliation skills with exceptional attention to detail.

·         Ability to analyze, consolidate, and interpret financial data accurately.

·         Proficiency with Microsoft Office Suite, particularly Excel and Word.

·         Ability to prioritize multiple assignments, manage competing deadlines, and work independently.

·         Strong verbal and written communication skills.

·         Ability to establish and maintain effective working relationships with agency staff, management, vendors, and personnel from other state agencies.

·         Demonstrated initiative, adaptability, and willingness to learn new systems and processes.

·         Ability to maintain confidentiality and exercise sound judgment in handling financial information.

 

Work Schedule

·         Monday through Friday

·         8:00 a.m. to 5:00 p.m.

·         Additional hours may be required during fiscal year-end, legislative reporting periods, audits, or other business needs.
