Child Sex Trafficking Team Strategic Interventions Lead – Austin, Texas

The Office of the Governor is looking for a Child Sex Trafficking Team Strategic Interventions Lead (Program Specialist VI) to work in the Public Safety Office – Child Sex Trafficking Team.

What You’ll Do

This position performs highly advanced (senior-level) consultative services and technical assistance work. Work involves collaborating with the CSTT Administrator and the Deputy Director of Victim Services and Prevention Programs to prioritize, plan, and lead statewide efforts to respond to  child sex trafficking, and coordinate state and local services to provide Commercially Sexually Exploited Youth (CSEY) Advocacy  and Care Coordination for individual victims of this crime. This includes coordinating with law enforcement and prosecutors, as well as state, local, and non-profit service agencies, and initiating and managing statewide education efforts. The Strategic Interventions Lead plans educational presentations, speeches, and other stakeholder outreach and public education information regarding CSEY Advocacy and Care Coordination and the issues related to commercial sexual exploitation and child sex trafficking overall. Additionally, the Strategic Interventions Lead meets legislatively mandated deliverables and timelines and maintains dialogue and relations with relevant stakeholders.

• Performs and prioritizes a variety of technical, training, research, planning, policy, program assessment, and administrative activities related to strategic interventions for the CSTT.
• Leads the approach and implementation of key program components and strategies to support healing for children and youth affected by commercial sexual exploitation and trafficking and supports the approach to and implementation of additional key program components and strategies: prevent, recognize, raise awareness and bring justice.
• Identifies the need for additional intervention programs and provides guidance to state partners in the development and integration of these new programs.
• Collaborates with other key program staff, including the CSTT Associate Administrator and the Awareness, Prevention, and Justice Solutions Lead.
• Collects, analyzes, and prepares materials in response to requests for program information and reports.
• Contributes to annual funding plan strategy and activities.
• Collaborates with other CSTT and PSO staff to determine compliance with terms of grant proposals and ongoing value to the overall strategic intervention goals to support healing.
• Develops and refines quality assurance processes to foster effective programs and quality services that meet the needs of child sex trafficking victims and that adhere to overall strategic goals.
• Speaks to community and professional groups to coordinate, improve and stimulate interest in CSTT’s prevention and justice solutions programs, and to secure support for these programs.
• Maintains up-to-date knowledge of the juvenile justice system, the foster care system, social services programs, and how these programs and systems intersect and interact with CSEY Advocacy and Care Coordination.
• Prepares administrative reports and studies and performs specialized research projects.
• Develops and implements informational and educational presentations, and trainings.
• Prepares training materials, educational materials, and program information.
• Leads CSTT meetings to obtain actionable information.
• Identifies and implements effective and ethical business solutions as needed.
• May develop policies, procedures, and training and operations manuals in accordance with program objectives and goals.
• May assist with legislative analysis and bill tracking.

How You’ll Qualify

• High school graduate or equivalent; and
• Six (6) years of progressively responsible program management experience, three (3) years of which include direct experience in the area of child sex trafficking.

Note: Experience and education may be substituted for one another on a year-for-year basis.

• Graduation from an accredited four-year college or university with a degree in government, criminal justice, public health, human services, business, or a related field;
• Demonstrated subject matter expertise in the area of child sex trafficking; and
• Existing network of colleagues and contacts in the field of sex trafficking.
